I speak my mind about a program by giving them a score from 1 to 10. Investment is not recommended for programs getting points from 1 to 5 where investment is recommended in programs scoring 8 points or above. Programs scoring between 5.1 to 6 points are considered as risky and programs that score points from 6.1 to 7 are just a gamble where you can win as well as lose. In the end programs scoring from 6.1 to 7 are considered good enough for a single round of investment only. Do remember that this is very similar to gambling and you should never depend on them for a living.
